April Rainer is the Director of Residential Programs with Elon Homes and Schools for Children. She led in the development of and now oversees Elon’s new residential facility, Foster Care Village. The Village is the first such dormitory style transitional living residential facility for young men on a University campus in North Carolina and among the first in the U.S.
Operating in a unique partnership with Johnson C. Smith University and other community organizations, the Village’s programming is designed to support young men (ages 17 ½ -21), who have aged out of foster care or DSS custody. The Village was created to support North Carolina’s Foster Care 18 to 21 law, which became effective in January 2017. The Village provides resources and support needed for these young adults to lead independent, productive and responsible lives.
Elon’s Foster Care Village is serving as a national model as it contributes to Charlotte’s efforts to increase social and economic mobility for its diverse population. The Village will expand in January 2019 with the opening of a second residential facility to support young women (age 17 ½-21) who are also transitioning out of foster care or DSS custody.
